PETALING JAYA: Convicted serial rapist Selva Kumar Subbiah, who was found guilty of sex crimes against 30 women but may have victimised hundreds more, will be in Malaysia from this weekend, The Hamilton Star reported.
Following his release on Sunday after serving a 24-year sentence at a Toronto prison, Selva Kumar was promptly arrested by the Canada Border Services Agency (CBSA).
On Monday, a special hearing was convened by the Immigration and Refugee Board of Canada, where he was ordered to be held in custody until his deportation to Malaysia this weekend.
“You are the worst offender and the highest risk that has ever come before me in my career,” Andrew Laut, the chairman of the Immigration and Refugee Board of Canada, told Selva Kumar during the hearing, according to the Ontario-based daily.
A latest photo of the convicted rapist was also released by the media in Canada following the hearing.
The 56-year-old Selva Kumar, who was convicted in 1992 at two separate trials for drugging and sexually assaulting 30 women, will return to Malaysia this weekend, accompanied by three CBSA guards.
At the Monday hearing however, the board was told of the high possibility that he had assaulted “500 to 1,000” more victims across Canada in the 1980s.
According to the Hamilton Star, Selva Kumar told the hearing that he was prepared to return to Malaysia, where he has not lived since 1980.
“I’m ready to leave, sir,” the paper quoted him as telling the board at Monday’s hearing. This was contrary to previous statements attributed to Selva Kumar, where he had said that he would be the victim of discrimination in Malaysia because he is Jewish.
The daily described him as a short, soft-spoken man with a slight British accent.
The hearing was also told that Malaysian officials have already approved a flight permit for Selva Kumar.
However, there was no indication if he would walk free after his arrival in the country or if Malaysian police will take custody of him at the airport.
Meanwhile, at a parole hearing in June 2016, Selva Kumar was denied parole as he was considered “likely to commit an offence causing death or serious harm to another person.”
Student visa
The facts of the case are that Selva Kumar was sentenced to 24 years in prison in 1992 after being found guilty of 19 counts of sexual assault, 28 counts of administering a drug or noxious substance, 10 counts of various kinds of assault and a dozen other charges, including extortion.
He had moved to Canada in 1980 but never obtained permanent resident status. He instead was issued student visas based on his claim of studying at a university in Toronto.
According to the Hamilton Star, the hearing on Monday was told that Selva Kumar had married two women, one of whom fled the country to escape abuse.
Records show that when Selva Kumar was sentenced back in 1992, judge David Humphrey of the Ontario court, had specified that upon his release, Canadian police were to accompany Selva Kumar back to his native Malaysia and give police there his extensive criminal files.
Back in the 1980s, Selva Kumar’s modus operandi included posing as a model agent or movie talent scout, using the names Richard Wild and Ryan Hunter, to get the confidence of young women before drugging and/or sexually assaulting them.
According to the Hamilton Star, he had also sometimes posed as a professional dancer, a lawyer or a diplomat. He also lured women to the basement of his home on Macdonnell Ave through advertisements offering to sell exotic pets.
He would offer them a drink laced with drugs, then rape them and take photos of their naked bodies while they were unconscious, the daily reported.
According to trial records from 1992, Selva Kumar was found with a black book containing the names of 170 women, rated on a scale of 0 to 10, when police arrested him on Aug 7, 1991. - Free Malaysia Today
